suggests that it's installed as part of the Mac developer tools package.
I know in Leopard I could Option 'click' on the bluetooth symbol on the menu bar but this is no longer available.
When I do that with OS X 10.5.8, all I see vs. not using the 'option' key is a couple of extra lines of status at the top of the drop-down menu.

Bluetooth file transfer is a simple way to send files to another nearby Bluetooth device without the need for a separate app. Bluetooth is compatible with smartphones, tablets, laptops, and desktop computers. Files can be transferred over Bluetooth using Android OS, Fire OS, Blackberry OS, Windows OS, Mac OS, and Linux OS. The on / off button in System Preferences is a little buggy. Turning off the adapter works fine, but clicking 'on' turned the internal adapter back on. I had to unplug the adapter, plug it back in, and then turn Bluetooth back on. If you want to work around this without rebooting, you can use Bluetooth Explorer from the OS X developer tools.
